It is with great joy that I am able to share that my wife and I are expecting a child this week. As I fight to ensure every New Yorker have access to paid family leave, we must ensure those who can take leave particularly men who don't take their full leave, actually do take it. The best way to do so is for each of us to seek to erase the stigma, lead by example and take paternity leave. I look forward to seeing you in March. Last month, we announced 400 new pre-kindergarten seats, signed a law to turn down the volume on after hours construction noise, and passed a law to get thousands of affordable homes back on the market.In February, you will have an opportunity to comment on the location of LinkNYC terminals, comment on the design for a new senior space I funded at John Jay Park, and fight cancer with the American Italian Cancer Association at our NO COST Mammogram Van. Paternity Leave
It is with great joy that I am able to share that my wife and I are expecting a child this week. Over the next month, I will be taking the first part of a staggered paternity leave to make sure I am there for my wife and child. It is not lost on me that this leave is something I am lucky enough to have. As an elected official I was proud to support Governor Cuomo in his advocacy and roll out of Paid Family Leave for many private sector employees at 50% of their salary for 8 weeks. As a man I believe the best way to encourage other men to take the leave they are entitled to is to lead by example. While I can accept no gifts, I am looking forward to finally joining Facebook groups for Upper East Side parents.
Please note that the New York City Conflict of Interest law prohibits any gifts to elected officials.
400 New Pre-K Seats Are Coming to the Upper East Side
As reported by the Wall Street Journal, since I was elected I have worked with parents, community leaders and many school administrators in District 5 to bring more Pre-K seats to our neighborhoods. In 2014 following reporting by WNYC that Yorkville, Lenox Hill, and Roosevelt Island had 2,118 four-year-olds and only 123 Pre-Kindergarten seats; my pressure on the City to add more seats intensified. Some of that work and applied pressure is finally paying off as the Department of Education announced in January that by fall of next year the Upper East Side will have at least 400 new Pre-K seats. Last year 736 families applied for 550 slots leaving many out of families with no real viable options. Now thanks to this new addition the demand for seats could be met by fall of 2019 as new centers open on East 57th, East 95th and East 76th Streets. On the Upper East Side where a private Pre-K education averages 24,000 a year the new slots will go a long way in helping middle-class families who are priced out. Although the fight for more Pre-K seats is not over just yet. I want to thank the various partners I have had over the last four years that helped fight for seats sometimes just a handful at a time. Noise Legislation Signed Into Law
The Queens Gazette reported on legislation I authored to make New York City a bit quieter during mornings and weekends was signed into law by the Mayor in January. Noise complaints are New York City’s number one 311 complaint. Thanks to this new law inspections will be required to happen when inspectors are likely to find violations. Furthermore, inspectors from the Department of Environmental Protection (DEP) will not have to access a home to write a violation. DEP will also now have the power to issue stop work order on construction equipment or a site that is too loud. Affordable Housing Registration Bill Ages Into Law
Thousands of units of affordable housing will now be registered and available to the public after Introduction 1015-A which I authored, aged into law in January. The new law requires landlords who receive tax breaks for building affordable housing to register thousands of previously unaccounted for units or face steep fines. The newly enacted law also seeks to solve problems that have long plagued New York City’s decentralized network of affordable housing by requiring upgrades of Housing Connect to include existing affordable housing with notification for eligible units so residents can apply all in one place. This legislation which was introduced with the support of Manhattan Borough President Brewer came about in response to a ProPublica report estimating that New York City has paid developers $100 million for 50,000 affordable units that might not be offered for affordable rates. Chair of Planning Dispositions, and Concessions
In recognition of our strong work fighting overdevelopment, I was appointed Chairperson of the Subcommittee on Planning, Dispositions, and Concessions. This subcommittee is responsible for reviewing and making recommendations on matters relating to the creation of affordable housing, finance, and preservation, as well as the disposition of City-owned property to developers, changes to the official City Map, and other major concessions. After four years chairing the Governmental Operations Committee where I successfully worked to make City government more accountable and transparent, I am looking forward to my new duties because affordable housing still remains out of reach for too many New Yorkers.
As the administration continues to announce progress preserving and building new housing, we will watch every deal closely to ensure New Yorkers are actually getting the affordable housing we need. Recently the City’s Independent Budget Office has questioned whether this administration is overstating, or worse, overpaying for affordable housing. I look forward to continuing to fight for affordable housing alongside our new speaker and working to ensure every hard-earned tax dollar is maximized to drive a hard bargain and generate significantly more affordable housing for New Yorkers. I also plan to ensure this committee empowers communities in the planning process and that concessions throughout our city to create opportunities for minority and women-owned small businesses. Last year I provided $350,000 in funding for a Senior Space at John Jay Park after over a decade of advocacy by the East 79th Street Neighborhood Association led by Betty Cooper Wallerstein. East 86th Street & Lexington Station, Petition for ADA Access
The Lexington Avenue East 86th Street Subway Station is the tenth busiest in New York City serving more than 20 million riders each year, but it remains inaccessible to the disabled and residents who have difficulty with steps. A new 210 foot tower has gained permission from the MTA to build over this important station in exchange for providing an elevator that will only serve uptown 6 local service. There is no downtown elevator at all, and the uptown elevator will not reach the 4 and 5 express service, shutting millions of riders out and wasting an opportunity for full uptown accessibility for riders headed north or returning home.

Access-A-Ride Customer Complaint Audit
I joined New York City Comptroller Scott Stringer at a press conference calling on the MTA to drastically improve how complaints are handled by their Access-A-Ride unit. According to an audit done by Comptroller Stringer, 43% of complaints related to Access-A-Ride remain unresolved for too long. Some of the complaints are serious safety concerns and other are reports of persistent and blatant lateness. The audit calls for appointing an ombudsperson to correct and uphold safety regulations within Access-A-Ride. This audit has pointed out that tens of thousands of complaints have had little impact on persistent failures—delays, no-shows, and safety issues—that plague a critical service on which New Yorkers rely on. Commercial Bike Safety Training
As part of my office's ongoing efforts to educate commercial bike riders working in our district, in January in conjunction with the New York City Department of Transportation my office held a Bike Safety Forum. The forum was attended by 60 local delivery workers who got a refresher course on the rules of the road, as well as free safety gear from the DOT, including a reflective vest, lights, and whistles. The forum was offered in English, Spanish and Mandarin Chinese in order to reach as many workers as possible.

The New York City Department of Information Technology and Telecommunication DoITT and CityBridge are continuing the deployment of LinkNYC kiosks, providing free high-speed WiFi, free nationwide calling, a dedicated 911 button, free charging ports for mobile devices, and free access to maps, 311, and your Community Board’s website. In addition to replacing existing public pay telephones with Links, new sites are being added, primarily along commercial corridors throughout the five boroughs. Every January my office starts off the New Year by inviting the community to our State of the District. This year’s event just a few weeks ago was even more special because I was sworn in for my second term. Over 200 residents joined us for the event. Thank you to the elected officials who stopped by and addressed the crowd: Congress Member Maloney, Comptroller Scott Stringer, newly elected City Council Speaker Corey Johnson, Manhattan Borough President Gale Brewer, State Senator Liz Krueger, and State Assembly Member Rebecca Seawright. Rabbi Arthur Schneier of Park East Synagogue addressed the crowd with words of wisdom. I hope all those who attended found my update and speech insightful and informative on the we have done together as a community over the past 4 years. Mayoral Town Hall, Thank You
Over 350 people turned out for District 5’s Mayoral Town Hall. Thank you to all the community groups and leaders who showed up with great questions on so many topics important to residents in our neighborhoods. Whether it was questions about transportation, our area parks, or affordable housing, residents showed we are dead set on making their voices heard. It has always been an honor to represent District 5 I but I was especially proud at this Mayoral Town Hall because passionate, involved residents showed how civically involved we are and the Mayor and his administration shared valuable information with our community. Online Voter Registration
In January I had the opportunity to meet with members of the Brooklyn Voters Alliance (BVA) an organization dedicated to making democracy work for all New Yorkers. BVA focuses on open and fair elections and encourages informed, active participation in our government. I spoke to about 20 or so attendees about my online voter registration legislation which I authored in 2017 and was just recently signed into law by the Mayor. Thank you to members of BVA for your continued advocacy.
Get Big Money Out of Politics

In January I had the opportunity to speak to face to face with Indivisible Upper East Side. I spoke to them about New York City’s campaign system and how it is one of the best in the country but can be improved. It matches the first $175 of contributions from residents by 6 to 1 and gives participating candidates a partial public matching grant of up to 55% of the spending limit in competitive races. This, however, leaves more than 1/3 of the funds outstanding between the public matching grant and the spending limit, which must be reached to be competitive. The “big dollar gap” for Mayor is $2.5 million.
Last year I authored and introduced Introduction 1130-A. This legislation increases the public matching grant from an arbitrary partial match of 55% to a full match. Every small dollar raised from city residents would be matched 6 to 1. Candidates could still raise contributions of $4,950 for Mayor but would be incentivized to seek small donations from many more residents by matching every small dollar. Women’s March
On Saturday, January 20th I was proud to march in the second annual Women’s March here in New York City. Last year this march protested the inauguration of President Trump. This year more than 200,000 women came together to enhance the #MeToo movement that started this past fall, and which is continuing to bring awareness to sexual harassment and assault cases nationally. I am currently the only male city council member on the Women Committee, where we are working to make pay equality in the city a reality.

Community Board Eight Retiring Chair, District Manager, and Staff Honored
Having a good Community Board is key to having strong thriving neighborhoods, and here on the Upper East Side's Community Board 8, we have for years been lucky enough to have a District Manager, a Community Board Chair, and a Community Assistant who stood out at their jobs as roles models. Latha Thompson, Jim Clynes and Irma Torres all gave years of great service to our community. In January the three of them decided to move on from the community board to the next stage of their lives. I took this opportunity to thank them for their service by issuing a proclamation thanking them and acknowledging all their work. We also took this opportunity to welcome our new District Manager Alida Camp to her new role and wish her the best of luck. Thank you to Mary Silva and her husband for providing the location, my favorite restaurant in Manhattan, Maz Mezcal.
Congresswoman Maloney Holds Forum on the Effects of Republican Tax Law
It was a pleasure to join Congresswoman Carolyn Maloney at a forum she held in January designed to inform New York City residents about the effects the new GOP tax law will have on our finances. The forum consisted of a panel of experts including Director of Metro New York Health Care for All Campaign Mark Hannay, Senior Budget & Policy Analyst at the Fiscal Policy Institute Jonas J. Nazimoff Shaende and AARP New York State Director Beth Finkel. As Congresswoman Maloney said “the new Republican tax law steals from states like New York and borrows another $2.3 trillion that our children and grandchildren who will have to pay it. Meeting the President on Madam Secretary’s Set
It was great to see CBS’ hit show Madam Secretary filming on the Upper East Side. I had the pleasure of meeting the show’s fictional president Conrad Dalton and thanking all the actors and crew for filming and visiting the Upper East Side. Thank you to the Mayor's Office of Entertainment and Media (MOME) for facilitating our meeting and CBS and actor Keith Carradine for his time.

Meditation 201: is a six-week supportive program where you will learn a variety of meditation practices. Meditation is a self-care tool you can learn to reduce stress and anxiety, build resilience, improve the quality of your sleep, and be fully present. Your mind-body teacher will provide guidance on learning one or more new meditation practice each week, including beginner’s mind, mindfulness of feeling tones, mindfulness of thoughts and emotions, “lovingkindness”, mindful communication, and a mindfulness retreat.
Discussions and lessons are led by a mind-body therapist certified in Mindfulness-Based Stress Reduction ™ (MBSR)

In this class you will learn and practice Tai Chi, a classical form of exercise known for its smooth and gentle movements that strengthen muscles of the ankles, knees, hips and legs. Tai Chi for Beginners is easy to learn, enjoyable and provides many health benefits in a relatively short period of time, including reducing the fear and likelihood of falling, increase range of motion, and improve circulation.
This class is open to all patients, survivors, and caregivers of Memorial Sloan Kettering. Tai Chi is a form of exercise that is both helpful and appropriate for older adults and those recovering from serious illness or surgery.
